About DHSA/TKG:

Development and Humanitarian Services for Afghanistan (DHSA) established in 1992, the mission of DHSA is to redefine development in Afghanistan by promoting a dynamic and capable civil society as a means to foster local ownership of development, dignity and a peaceful & sustainable future for all Afghans. Throughout the 1990’s, DHSA focused primarily on drawing strength from local knowledge and traditional relationships to fill gaps, caused by a weak national government and absence of public services. During this time, DHSA focused on activities such as water sanitation and irrigation, education, food assistance to drought affected populations, and rural rehabilitation, matching local know-how with the financial and political support from international aid agencies and donors such as EC, USAID, WFP, WHO, the UN, Canada fund/Care International and Novib.

The political changes brought by the Bonn Agreement in 2001 allowed DHSA to add development of civil society in Afghanistan – through its media, education and various community development projects – to its portfolio, in addition to humanitarian assistance.

To achieve its mission, DHSA presently operates five activities:

Description of Responsibilities

Under the direct supervision of the Project manager, the distribution officer provides support the implementation of project activities conducted by DHSA/CG in Kandahar.

 

Overall objective:

The general objective is to support the implementation of project activities by establishing strong links with communities, working with humanitarian related stakeholders and the community to ensure the distribution and survey/need assessment related activities are conducted in timely manner.

 

Specific tasks:

The Distribution Officer will be responsible of;

Adhere to standard operating procedures for cash distributions using the selected service provider(s) per the Cash Transfer Programming manuals

Plan and implement cash distribution activities in hard to reach areas if needed

Work with partners to ensure clear communication with affected communities regarding targeting criteria, entitlements, how to access assistance and give feedback

Ensure all protection concerns are met and dealt with during the distribution process including but not limited to protection mainstreaming guidelines.

Prepare and share beneficiary list and registration form and share it with Cash Transfer Agent (CTA)

Support the CTA in developing timely distribution plans

Monitor the cash transfer agents in processing the disbursements

Ensure beneficiaries are respected and cared for during distribution activities

Prioritize vulnerable cases during distribution and provide needed support; Refer protection cases when identified to the child protection/protection team

Establish and maintain effective program reporting, monitoring and evaluation systems for both internal and external use. Ensure filing adheres to internal protocols and is regularly maintained

Attend all relevant cluster meetings

Deal with complaints or issue related to Cash/voucher distribution through distribution hotline

Participate in various post distribution monitoring surveys

Conduct related surveys and other rapid assessment if guided by the supervisor

Report on unmet needs and gaps in Cash distributions to the project manager

Carry out the daily / weekly / monthly work plan as directed by the supervisor

Participate in assessments, selection and training to volunteers and distribution workers

Manage conflicts when they arise and possible solutions.

Monitor and evaluate on going cash/voucher activities and report on unmet needs and gap.

Conduct duties in accordance with DHSA/TKG Code of Conducts.

Any other duties as may be assigned by the line manager;

 

 

Qualifications & Preferred Skills

2-3 years of national and local NGOs field experience in a similar position.

Good communication skills (reading, writing, speaking).

Ability to write weekly activity reports and communication pieces.

Spoken and written local language and English is plus

Excellent organizational skills, ability to determine priorities and attention to detail a must.

Ability to work in a multicultural context as a flexible and respectful team player.

Experience of working with national, local NGOs or Governmental Organizations and Local Governments.

Understanding of gender, protection and human rights.

Strong networking, interpersonal and presentation skills.

Knowledge of IDP and returnee crisis.
