About DHSA-TKG:
Development and Humanitarian Services for Afghanistan (DHSA) established in 1992, the mission of DHSA is to redefine development in Afghanistan
by promoting a dynamic and capable civil society as a means to foster local ownership of development, dignity and a peaceful & sustainable future for
all Afghans.
Throughout the 1990’s, DHSA focused primarily on drawing strength from local knowledge and traditional relationships to fill gaps, caused by a weak
national government and absence of public services. During this time, DHSA focused on activities such as water sanitation and irrigation, education,
food assistance to drought affected populations, and rural rehabilitation, matching local know-how with the financial and political support from
international aid agencies and donors such as EC, USAID, WFP, WHO, the UN, Canada fund/Care International and Novib.
The political changes brought by the Bonn Agreement in 2001 allowed DHSA to add development of civil society in Afghanistan – through its media,
education and various community development projects – to its portfolio, in addition to humanitarian assistance.
To achieve its mission, DHSA presently operates five activities:

Job Description:
Assist in financial management, including management of cash flows and multiple foreign currencies in accordance with
donor/ business contracts.
Oversee the finance system and finance department staff in Field Offices.
Assist in managing funds of DHSA/TKG in the most efficient and controlled manner.
Correspondence through Finance Manager with Donor Agencies and others on finance related matters and issues of
DHSA/TKG.
Help in selection, hiring and orientation of finance staff and train them as and when needed.

Providing on job trainings and assistance to finance staff in performing their tasks.
Ensure and will be responsible for Quick Book upgrading, suggestions to improve system efficiency and processimprovement.
Assist in ensuring timely and reliable preparation of annual financial statements of DHSA/TKG on yearly basis or whendesired.
Providing any information timely, as and when required by his supervisor, Donor agency or any regulatory body;
Supporting further development of capacity in and procedures for accounting in program areas, including provision ofadequate support and training for all Field Offices.
Review and issuance of budget directives, to all the concerned sections/units and field offices for seeking theirrecommendations and suggestions.
Assist in finalizing of contracts, budgets and other related documents with donors before presenting to the Manager forfinal approval.
Help in making sure that budgets and accounts are set forth in accordance with donor requirements and that adequatebudget and its monitoring are in place.
Ensure that adequate budgeting procedures and systems are documented and the concerned staff receives timely andsufficient support in implementation of such procedures and systems.
Help in ensuring that external audit of DHSA/TKG is carried out in a timely manner and in accordance with donorrequirements.
Scheduling and assigning work to finance staff to meet completion dates.
Ensuring the safeguarding of DHSA/TKG financial resources in the most efficient and economic manner.
Ensures that accepted accounting and audit principles and policies are followed, and evaluates the adequacy andeffectiveness of internal accounting procedures and operating systems and controls.
Confers, advises, initiates, and coordinates with other departments about policies and procedures.


Job Requirements:
Degree/ Certificate in accounting /finance or similar field is necessary (relevant experience may substitute for thedegree/certificate mentioned).
Minimum of two years’ experience on equivalent position. Experience with QuickBooks is a must.
Working knowledge of English, both written and spoken and Pashto/Dari. Able to communicate fluently effectively bothverbally and in writing.
Excellent interpersonal skills must be capable of working both individually and as part of a team, be able to create asupportive working relationship among all project teams.
Maturity and ability to work long hours under pressure is essential.
Should be willing to travel to the provinces.
