About DHSA-TKG:
Development and Humanitarian Services for Afghanistan (DHSA) established in 1992, the mission of DHSA is to redefine development in Afghanistan
by promoting a dynamic and capable civil society as a means to foster local ownership of development, dignity and a peaceful & sustainable future for
all Afghans.
Throughout the 1990’s, DHSA focused primarily on drawing strength from local knowledge and traditional relationships to fill gaps, caused by a weak
national government and absence of public services. During this time, DHSA focused on activities such as water sanitation and irrigation, education,
food assistance to drought affected populations, and rural rehabilitation, matching local know-how with the financial and political support from
international aid agencies and donors such as EC, USAID, WFP, WHO, the UN, Canada fund/Care International and Novib.
The political changes brought by the Bonn Agreement in 2001 allowed DHSA to add development of civil society in Afghanistan – through its media,
education and various community development projects – to its portfolio, in addition to humanitarian assistance.
To achieve its mission, DHSA presently operates five activities:

Job Description:

Duties and Responsibilities:

Program/project management Responsibilities:

Oversees the planning, implementation, reporting and coordination of all activities at district and provincial levels.

Advise the project/program management team in proper implementation of projects, reporting to the donors and to follow donor’s requirements.

Oversees and ensure regular risk analysis within all the project and program in the country.

Ensure project and program contracts are properly reviewed and understood by the project team, program unit and contractual obligation are met on time and efficiently.

Monitors project/program activities, identify problems and challenges and take necessary actions in consultation with Programs Manager in order to resolve those problems

Ensures the provision of required assistance to donor organization when they conduct project/program evaluations and monitoring.

Liaison between DHSA and government line ministries/departments


Internal and external Communication Responsibilities:

Ensures proper coordination and communications are maintained with authorities, donors, NGOs, Partner Organizations, communities, project team and other stakeholders.

Support program manager in development concept note, and proposal when needed.

In the absence of program manager, represent the organization in the donor meetings, public/government meetings and NGOs coordination meetings, and regular participation in ACBAR, Clusters, UN agency and line departments meetings.

Monitor and report to the donors and government directorates as per the reporting standards.


Administrative Responsibilities:

Ensures monthly, quarterly, project initiation, six months and annual reports narrative reports of the project are submitted on time to donor agency and government entities.

Obtain MoUs and other official letter for projects and programs from Govt line ministries/directorates.

Monitors project/program staff development, training need assessment and ensure provision of effective training orientations to the new staff. Ensures arrangement of internal capacity buildings, provision of on-the-job trainings, and provision of external training opportunities in order to enhance the competencies of staff.

Monitoring project activities based on developed format and reporting to Programs Manager.

Keep transparency and accountability

Preform any other task as given by the line manager


Job Requirements:

Bachelor Degree civil engineering, BBA, or other major fields in economics.

3-5 Years of work experience as Program Officer position with NGOs

Ability to travel to provincial and district level on need basis

Excellent written and verbal communication, in English, Pashto and Dari

Desirable Procurement and Contract Management Skills

Proficiency with the computer (MS Office package)

Decision-making, critical thinking, and problem-solving skills are required
