Development and Humanitarian Services for Afghanistan (DHSA) established in 1992, the mission of DHSA is to redefine development in Afghanistan by promoting a dynamic and capable civil society as a means to foster local ownership of development, dignity and a peaceful & sustainable future for all Afghans.

Throughout the 1990’s, DHSA focused primarily on drawing strength from local knowledge and traditional relationships to fill gaps, caused by a weak national government and absence of public services. During this time, DHSA focused on activities such as water sanitation and irrigation, education, food assistance to drought affected populations, and rural rehabilitation, matching local know-how with the financial and political support from international aid agencies and donors such as EC, USAID, WFP, WHO, the UN, Canada fund/Care International and Novib.

The political changes brought by the Bonn Agreement in 2001 allowed DHSA to add development of civil society in Afghanistan – through its media, education and various community development projects – to its portfolio, in addition to humanitarian assistance.

To achieve its mission, DHSA presently operates five activities:

Duties & Responsibilities:

 

Administration

  1. Assist in developing a proper filing system and keep track of documents coming and going to have a well-organized filing system. & as well as record and updating inventory database on regular basis.
  2. Assist in supervision of support staff (Cleaners & Guards) by using the tools developed for office maintenance.
  3. Assist the line manager in preparation of stock requests, travel reimbursements, advances and other administrative issues.

 

Human Resources

  1. Assist the Sr. Admin HR Manager in the hiring process, starting from the recruitment and ending at socialization phase; this may include developing job descriptions, job specifications, preparing job adverts, checking application forms, short listing, interviewing and selecting candidates.
  2. Maintain current organizational chart and keep update the current staff contact list.
  3. Facilitate the process of socialization of the newly hired employees and accelerate the process of their introduction throughout the organization.
  4. Monitor and record employees’ attendance register and prepare the monthly attendance report of employees.
  5. Conduct instruction and briefing for staff members about admin and HR procedures.
  6. Update the filling system and manage filing system of the office documents in both hard and soft copies.
  7. Maintain the personal filing system and HR database of the organization and regularly check these files for the update.
  8. Preparation of monthly attendance sheets of staff.
  9. Assist the line manager in keeping the personal files of staff update and ensure that all relevant documents are going to personal files.
  10. Assist in regular monitoring of staff attendance and in & out registers.

 

Security

  1. Perform standard security functions; such as advise on organization’s policy, security planning, security training, and field movement.
  2. Develop relationships with government bodies, and other relevant partners to broaden the analytical network.
  3. Complete relevant records and log books, in a professional manner providing sufficient detail.
  4. To make sure security equipment (torches, whistles, alarms, cameras, etc) kept in the right place and working properly.
  5. Liaise with local government (representatives) on security related issues.
  6. Identify security related information sources and create an information gathering network in Office.
  7. Participate in the security related meetings, when required and coordinate security assessment with other stakeholders.
  8. Any other administrative tasks assigned by the line supervisor.

 

Qualifications Required:

  1. The employee for this position must have at least Baccalaureate degree.
  2. Relevant or similar experience in working as HR, Admin and Security office (2 – 3 years).
  3. Good command of written and spoken English, Pashto and Dari.
  4. Excellent interpersonal skills, ability to communicate with staff in a professional way.
  5. Computer Skills (Word, Excel & Internet)
