Special Forces of the Afghan National Directorate of Security in Jalalabad city arrested an Islamic State member who was transferring an explosive vest by a rickshaw.
Amjad, known as Obaid, was captured as he was transferring an explosive vest and hand grenades to Jalalabad city, provincial capital of Nangarhar, said governor spokesman Attaullah Khogyani.
The man has confessed and investigations were ongoing, the spokesman added.
The group officials have yet to comment.
