Taliban are responsible for the war it has kicked off, President Ghani said at the meeting.
He reiterated the ongoing war has no legitimacy, saying if Taliban wants power, it needs to accept election.
The President called on Taliban to put a stop to hostilities.
As violence rages, President Ghani urged the international community not to stay detached while it should accept the Taliban is violating human rights.
The Afghan government has appointed new acting ministers for key security posts amid rise in insecurity and daily fall of districts to Taliban.
At separate decrees, President Ghani appointed Besmillah Mohammadi as acting defense minister and Abdul Satar Mirzakwal as acting minister of interior.
Hayatullah Hayat, former acting interior minister, was appointed as acting minister of rural rehabilitation and development, replacing Mujib Rahman Karimi.
