The incident took place in Gandab village of Ab Kamari district after a Taliban roadside bomb struck a passenger bus, the provincial governor Hisamuddin Shams spoke with TKG.
Three children, four women and four men were the dead, according to him.
The bus plunged off the road into a valley, the governor said, the casualties toll could rise.
There was no claim of responsibility for the attack and the Taliban officials have not commented yet.
Badghis Province is located in the isolated hills of northwestern Afghanistan with a deteriorated security situation.
