A soldier named Zakir, employed at Torkham Commission, was torturing an Afghan resident, triggering people’s outcry.
The soldier has been arrested, said Tariq Arian, spokesman for Ministry of Interior, and was under questioning.
The ministry’s spokesman called it unacceptable.
It comes as months ago, a police officer in the Torkham commission was dismissed from job after a video of him torturing women were published on social media.
