He made the remarks in a Facebook post, saying the arrested person had been running a bakery and used to buy bread from other places in bids not to be suspected.
The man was named Rahmatullah son of Habibullah, according to VP Saleh. A teenage accompanied him was also arrested.
The teenager was hired by Rahmatullah for 200Afgs per day, but was also raped multiple times and used to transfer explosives, he continued.
The Vice President further added that family of the teenager was contacted.
