The victim was said to be a baker, according to police spokesman Abdulahad Walizadeh.
Police investigations were ongoing, said Mr. Walizadeh, and the perpetrators would soon be held accountable.
Relatives of the victim said robbers took all his money and mobile phone then shot him dead.
They blamed the police chief and all security agencies for failing to prevent crime.
