The explosion hit on Monday in the capital of Sulu, the country’s southern province, Philippine Red Cross Chief Richard Gordon said.
Mr. Gordon said that a motorcycle rigged with improvised explosive device went off near a military truck. The Red Cross office in Jolo is located near the site of the blast.
The first explosion left five soldiers and four civilians killed, as per media reports.
As authorities were sealing off the area, a second explosion which was reportedly carried out by a female suicide bomber took place, leaving one killed.
As many as 24 government troops were injured in the two attacks.
