Security officials in Mazar-e-Sharif, provincial capital of Balkh, said that an explosion rocked the city on Thursday morning.
Sher Jan Durrani, provincial police spokesman, told Killid that one person was killed and one injured in the blast.
Police have started investigations into the incident, officials said.
An eyewitness said the target was a former jihadi commander who was passing through the PD1 area of Mazar-e-Sharif city, south of the Blue Mosque.
No group has claimed responsibly.
