The authorities of the Ministry of Labor, Social Affairs, Martyrs and Disabled (MoLSAMD) are saying that until now there are no exact statistics about the people who are disabled.
Ms. Amina Afzali the Minister of Labor, Social Affairs, Martyrs and Disabled (MoLSAMD) in the celebration event of the endorsement of the unionization of Afghanistan with the international convention of the rights and facilities of the disabled persons mentioned that because of the tremendously increasing in the number of the disabled persons in the country we cannot specify the exact number of the disabled persons.
“In regard to the number of the disabled persons we cannot have exact statistics, because every day we are the witness of increasing the number of our disabled people; but regarding the achievements of the disability section I would like to say that the endorsement of the laws including the disability and the unionization of the Afghanistan government with different conventions are remarkable activities which are performed in this regard”.
From the other side Mr. Ali Mohabati one of the members of the Lawsuit Committee for the disabled persons said that the previous statistics are showing that more than eight hundred and forty thousand people are disabled all over the country.
“As all of us know that this convention was endorsed on 16th December, 2006 in the United Nations Organization and on the 30th March, 2007 it was approved to be implemented by the countries of the world. At that time 80 countries accepted while 44 countries then accepted the unionization protocol and this was the first convention of the human rights in this century.
It is to mention that our country also endorsed and accepted this convention on 25th Sawr 1390 with the struggles and lawsuits of the civil society especially working in the area of disability and finally it was approved by the president and in the current year on the 18th September its unionization is officially sent to the United Nations for registration”.
Meanwhile the director of the Independent Human Rights Commission for Afghanistan Ms. Sima Samar is exclaiming with happiness the unionization of Afghanistan with the international convention for the rights and facilities of disabled persons and she says that the issues of this convention should not only remain on the paper but to be implemented.
“It almost took three years that our joined lawsuits compelled the government of Afghanistan to endorse and approve this law, for sure that this is a great opportunity that Afghanistan is joining this convention but whatever is the most important is the implementation of the issues mentioned in this convention and we need the support of all relevant institution for it.”
The people with disability is the most vulnerable layer of the country who are facing a number of problems, one of the disabled person who could reach to some extent due to the lawsuit is Mr. Baqi Baryal and is the member of Senate of Afghanistan. He participated in this meeting and including the discussion about the problems of the people with disability he also blamed the relevant institutions for their activities:
“The work that the government of Afghanistan could not accomplish in six years, the disability related institutions could finally accomplish it”.
In spite of the discussions from the representatives of the governmental and non-governmental organization who discussed about their activities and the betterment of the conditions of the people with disability but most of the people with disability were complaining about the lack of many issues from them like; easy physical access to the public buildings of the country, lack of educational and training projects, lack of balanced and equal distribution of rights among the people with disability, absurd behavior of the people in the society and many other issue.
Mr. Qahar Hazrati one of the disabled player who has a number of problems in his life is saying that until now no attention is given to them from the governmental authorities.
“I am disabled by two legs and I have two children, based on the problems that we have in the society my children cannot go to school; let’s see that who is facing the problems and who is deserving the facilities, the ones who are in the parliament, in the ministries and other institutions are all busy in filling their pockets and no one is supporting the people with disability. If a disabled sister or lady is going outside for find a job then the vicious people encourage her for immorality and here is a big shame for the parliament members, ministers and other people with authorities because they are not paying attention to the conditions of the people with disability.”
The three decades of war in country and many other reasons caused that Afghanistan is counted as one of the countries with the most disabled people.
From the other side the lack of availabilities of job for the people with disability has caused that this layer of people live with problems
