I hope you are healthy, wishing your health and prosperity I would like present the Pashto text of Radio Live debate on success of disabled in universities through program of Campaign for Change of Life of Killid radio, our guests in this debate are Mrs.Benafsha Yaqubi the director of Rahyab Blinds Capacitating Organization, Haji Ahmad Shah Azami the head of programs in CCD organization, Ali Muhabati the in charge of Disabled Programs coordinators in Afghanistan Human Rights Commission, Dr.Mohammad Sadeq Muhabati the activist of disabled affairs, I would like to welcome them.
First I would like to ask Mr. Muhabati:
Question: Mr. Muhabati, the motto of UN in 2013 was to establish a community accessible for all and eliminate all obstacles, so will the motto find solution ways for problems of disabled?
Answer: To reply your question I should say that every year a motto is allocated to disabled according to their needs, the motto of 2013 was to remove all the obstacles in front of disabled in the community and counter in this regard who forms 15% of world population, though works have been put in practice but the expansion of community of disabled has caused that the accomplished activities are felt less.
Our efforts are going on for physical access as all buildings would be furnished with possibilities that would facilitate the access of all disabled.
As the current debate is about the access of disabled to educations but no attention has taken place in education centers for disabled and less facilities have been considered for disabled.
Question: Ahmadzai is a blind participant in our program; he has asked Mrs.Benafsha that what is the reason that no educational and training facility has been considered for the disabled in schools and universities despite abundant assistances taken place to our country?
Answer: Though the issue is related to the government, I have asked the concerned ministry about why it has accomplished less works considering the number of disabled, our office has accomplished activities according to its possibilities but they are not enough and there is need for numerous activities.
Question: Mr. Muhabati! What would be effects of the celebrating of disabled day and allocating the mottoes on their life?
Answer: It is a fact that our activities always include specified days and mottoes but we have not taken practical steps in this regard. Among the issues the issue of access of disabled is the matter that we are discussing about but no serious attention take place it, a number of 96000 disabled children have been registered to have access to education, the article number of 19 of law of disabled in Afghanistan as well as the article number 24 of international convention of disabled’s rights has mentioned the issue of access of disabled to education.
Our researches show that a number of 3000 disabled of different disabilities have been covered by education which is a small part of a great community of disabled in Afghanistan though some of the disabled have been included in education through the non-governmental organizations. Despite of the mentioned facts the disabled children are faced with numerous problems and the government offices don’t have any policy to implement the law regarding them.
Question: One of the participants in the debates asks why the native disabled have not been mentioned in the law of rights and privileges of disabled.
Answer: Unfortunately the article number 4 of the law of rights and privileges of the disabled has deprived the native disabled from the rights specified in the mentioned law but we are trying to solve this problem, the National Assembly is trying to approve once again the international convention of the disabled, it was decided in a session between us and National Assembly that amendments would be brought in the law of disabled that all disabled can benefit equally the privileges.

Question: Mr. Muhabati! Has the mentioned issue been pointed in the international convention of rights of disabled?
Answer: ????????????????????????? but no discrimination has been allowed in international convention of disabled rather the discrimination has been prohibited.
Question: Hayatullah is a participant in the debate who has inborn disability has asked why the government doesn’t pay attention to their rights?
Answer: to reply your question I should say that all Afghan people has equal right and responsibility against the law, the committee of pleading for justice/advocacy is trying to solve this problem, we had a session with related organizations they promised to pay attention about this issue, our discussions are going on to amend some of the articles of the law.
Question: Mrs. Yaqubi! What do think which works the related responsible offices have done for education the disabled?
Answer: We should not ignore the works accomplished for disabled, for instance a technical and educational faculty has been established for disabled in Education University of Kabul, on the other hand some of the unions of disabled also advanced some activities for disabled for example our office has printed teaching materials in brill writing and in voiced manner but still the mentioned activities are enough considering the large quantity of the disabled and much assistances are needed.
Question: Mr. Muhabati! How many disabled are busy on education?
Answer: By establishing a specified faculty for disabled a number of 200 disabled are under education who will teach the students in other faculties and schools though less disabled are seen in other faculties because the community has negative mentality about the disabled, the establishing of new faculty has caused that the disabled don’t show the interest to other faculties and continue their studies in one department and in one faculty.
Question: Mr.Muhibi! What educational problems the disabled are faced in the community with?
Answer: The disabled have many problems in education field for example, lack of teaching materials in brill writing or in hinting manner, unawareness of community, unawareness of teachers on disabled’s rights, lack of physical access in educational building and other buildings, lack of materials in brill writing and hinting manner in concourse exam, not having the right of selection the favorable faculty, lack of access of disabled to other professions, lack of cadre and not employing the disabled for teaching the disabled are the problems that the ministry of education and higher educations has paid less attention about which has caused that many students in universities and schools remain deprived from education.
