Our today’s discussion is about methods and reasons of children and youth being addicted to the narcotics, in this discussion the guests that we have with us are Mr. Mira Noorzad from Children in Crisis Organization, Ms. Parwana Yousof and Ms. Rahela Malekzad from the Legal Services for Women and Children; I welcome all the guests for this discussion.
Before we start the program with the dear guests, I would like to mention some important point to the audience.
Today the issue of addiction has passed all the borders and has become a social crisis and as well as a ruinous phenomenon. The misuse of the narcotics is the most discussing oriented topic and has attracted the attention of most of the specialists. As we can surely say that the routine uses of the narcotics has become one of the biggest and complex problem of the human society today.
This complexity is because of the addiction with narcotics which is a problem of ecology, psychology, sociology, economic and cultural; and we cannot focus on it from only one angel, because here as the experiment has shown no achievement will be there. In another term we can say; addiction to the narcotics is one of the biggest challenges in the human societies and it has many hidden angles and dimensions and therefore it is considerable from different sides.
In our countries use of narcotics not only lead to the crimes which are popular in other countries but it also lead to theft, divorce, rapes and other moral and behavioral actions; as more than half of the prisoners of our country are addicted with the narcotics.
It is always very difficult to say that why people are getting interest in the narcotics; because not only one reason could lead the persons towards addiction and a number of reasons could cause this:
A) Personal Reasons
B) Environmental Reasons
C) Social Reasons
But the point which is for consideration in these days is the addiction of children with the narcotics.
Question: Mr. Noorzad; based on your point of view, how is the situation of children in the current conditions?
Answer: With the name of God and greetings to you; I would like to tell you regarding your question that based on the report published by the Children related organization and as a whole by the civil society, the situation of the children is much anxious.
Question: Mr. Noorzad; as some activities are done by different organizations, isn’t there any change as compare to the previous year?
Answer: If we compare the situation of the children with the previous years; only we can say that there is a remarkable change in the education of the children and this is in a sense that now a days many children are busy in getting education in the school; where there are still problems like unavailability of standard building, standard curriculums are not available in the schools, where in some provinces because of insecurity they have no access to schools.
But if we focus from the other angles to the children, there is no remarkable change in the situations of the children; for example: from the legal point of view all the day their rights are violated, the children are busy on the streets with heavy work, begging has increased in children, the sexual harassment has increased in them and similarly there are a number of problems which has increased among the children and if the conditions continue like this then it is really considerable.
Question: Ms. Yousof; based on your point of view, what are the cause of addiction in the children?
Answer: Thank you; I would like to say in response to your question that the children are future maker of the country and the topic of our discussions is really anguished.
The children are those who are learning their actions from the society and in our country not only nothing is done for the children but there are problems existing in the society level. The reasons which caused the addiction of children include the lack of awareness of the rights of children and other people of the society, emersion of foreign cultures in the country, lack of coordination of people in the society, lack of law implementations and many other reasons.
From the other side; the responsible institutions like Ministry of Labor and Ministry of Education which has an important role in turning the children towards the right ways has not done any remarkable job.
Question: Ms. Malikzad; Are the children have responsibility in their addiction or there are some other reasons behind this?
Answer: With greetings and respect to you and the audience; I would like to say regarding your question that the children never attempt to this action but there are reasons like forced actions from the family side i.e. parents addiction, environmental problems and other issues which causes addiction of narcotics in the children.
The economic problems have also effect in this regard because whenever the children or their families are facing with economic problems then they are sending their children to the streets, where they are facing different bonds who are selling the narcotics and they are offering more money to attract the children and as they involve in this business then slowly they also they start using the narcotics.
Question: Mr. Noorzad; why the children are using the narcotics and are there any statistics about the addicted children?
Answer: Before responding to your question I would like to define the term addiction; the addiction is a psychic, economic, social sickness which is used unnaturally and illegally
Based on the conducted investigations; the medical experts are defining the addiction as an inheritance problem which means that the parents of these people may have addiction with drugs and narcotics and these people are also addicted through the gens.
The environmental and unawareness issues are the other reasons; for example: we have conducted a survey in one of the provinces of our country and we have found that the mothers are giving opium to their children to keep them calm and then they go to cover their work.
Regarding the data and statistics about the addicted children I have to say that the Ministry of Anti-Narcotics has announced that round about 250 thousand children are addicted in the country which makes about 25% of the whole addicted persons. If it is calculated based on the population of the country then round about one million men and women of the children are addicted.
Question: Mr. Noorzad; from the time the statistics announced by the Ministry of Anti-Narcotics, is there any reduction or increase in this regard?
Answer: Obviously based on the statistics the number of the addicted persons are increased as compare to the previous years and the reasons behind this are the insecurity in different regions of the country, lack of substitute for the crops and the most important and interesting among all is the attention of the children towards this absurd action in the society.
The other reason which was effective in the increase in their number is the lack of cooperation of the organizations working in the anti-narcotics; if you see in almost all security related ministries there are department working in the anti-narcotics but they have no practical implementation and there is also lack of coordination in their activities. From the other side if you have a look to the anti-narcotics meeting of the parliament it has never conducted
Question: Ms. Yousof; Based on your opinion, what could be the negative effects of the addiction of the children on themselves and the society?
Answer: The issue of addiction of children is not an ordinary topic because it is to mention that the children cannot go to the area and find the drugs but they are given the drugs by the special persons. There are people behind these actions who want to keep these children for their further activities.
Question: Ms. Yousof; what benefit can they earn from these actions?
Answer: By involving the children in these activities, there are bonds who would like to sell their narcotics through these children and earn more money and these children could be a good source of carrying the drugs.
Question: Ms. Yousof; in a society where nobody is considering any responsibility against the narcotics; what could be the effects of the addiction of these people in the society?
Answer: Whatever we are watching our society may be worse than now because there are more illiterate people and these people could cause a number of problems in the society, whenever you face an addicted child and you leave this child in the society then these children can bring the attention of other normal children towards the drugs and as a result we can say that the problems creation of these children in the society is more and the authorities should do fruitful activities in this regard.
Question: Ms. Malikzad; there were discussions that the relevant institutions have not fulfilled their activities; whereas the availability of the international organizations in the country is always struggling against the narcotics, against the terrorism and creation of a stable government; how are you evaluating the roles of these institutions?
Answer: To the extent we are looking at the organizations working for the children, their activities are not remarkable; because the problem of addiction of the children not only reduced but increased.
Question: Based on your views; the government organizations are not keen to work in this regard?
Answer: All the activities of the relevant organizations are symbolic and no fundamental activity is done in this regard because we were the witness of the addicted persons in the city but right now we are the witness in many places of the city which because of the lack of efforts of these organizations.
Question: Mr. Noorzad; is the lack of prevention of the addiction in the elders causes an increase in the number of addicted children?
Answer: Addiction in the society is creating a number of problems like economic poverty, it means those who are addicted cannot work and it causes that the economy of the country not grow. From the other side it creates a number of problems in the society.
Without doubt whenever the parents are addicted in a family, then it will have effect on the children and slowly they will also get habit of the drugs.
Question: Ms. Yousof; do you have information that how many organizations are working in anti-narcotics activities?
Answer: Obviously it is to mention that there are a number of organizations working for the children but the exact number of the organization which are working for the addiction of children are not available.
Question: Ms. Yousof; how do you evaluate the activities of the organizations working in this regard; were these organizations proved effectively in the society or not?
Answer: For sure that the civil society organization are having most the awareness programs in the society; means that most of them are working regarding the awareness of the rights of the people but they have not executive role for example; if some of the relatives of someone is killed with cruelty, the duty of the civil society organization is to aware them about their rights but it is not the duty to ensure that either this right is given to them or not, this is the duty of the government in which they have proven very weak.
Question: Mr. Noorzad; based on your opinion, what activities should be planned to stop addiction in the children?
Answer: Obviously the civil society institution can aware the people in different ways about this harmful phenomenon of addiction with the drugs and this could be done through pictorial, sound, print media and also with the help of religious leaders at the mosques. From the other side if the government properly implement the laws against the criminals then for sure that this problem would be solved.
