Dear countrymen! As we all are Muslims, the Islam has made the education incumbent on every man and woman, so based this guidance we all should enunciate this obligation and get education, we also should provide the groundwork of education for those who want education, encourage them to education because the education is that brings positive change in human life and provide their needs in the world.

Ok dear friends! We have interviewed Mohammad Asef Nang the deputy minister of technical and professional affairs of the ministry of education through Program of Campaign of Change of the Life of Radio Killid to find out about quality of access of disabled to education:

Question: Mr.Nang! What services the ministry of education present generally for disabled?

Answer: We have provided the groundwork of equal education for all the disabled without consideration any fanaticism but special education has been considered in the field of special educations.

Question: How many schools are there in the whole country for disabled?

Answer: There are two schools for deaf disabled and 5 schools for blind disabled in Afghanistan.

Question: Are these schools are enough for disabled of the mentioned disabilities?

Answer: We have 300 students in total in school for deaf, and 175 students in school for blinds, so if someone wants so they can come, more than the mentioned number of students have not come, groundwork of education has been provided in other ordinary schools for those who have other types of disability such disability of leg, disability of hand and so on.

Question: The information that we have, shows that the blinds and deaf are unsatisfied about lack of the schools, what is your view about?

Answer: I don’t accept their dissatisfaction because right now some of the classes in the mentioned schools are empty due to less number of the students, but we have the problem of lack of teachers, we have started the work to train the teachers for deaf and blinds.

Question: Mr.Nang! Though the attention of Afghan governmental and international community was toward the education within past 11 years but still many people with disability in public schools complain from lack of access to physical facilities, what you have done about?

Answer: No, the facilities of elevators/lifts and ramps are considered in the schools that we construct, but the schools that are built by NGOs lack of the mentioned facilities, it happens that we face with lack of budget so we cannot to have lift because the lift costs the same as  construction a school so it is not a good idea if we don’t have school for 3000 students for the sake of solution of problem of  three disabled .

Question: You have a specified budget in the ministry called Equip which has a lot of money to be used in construction or rehabilitation of schools but it is seen that the students are studying under tents in Kabul, what is the cause for this?

Answer: It is right that we have the mentioned budgetary system that we spend on construction of the schools, we have 500 schools and 400000 villages so it is not good idea to have 400000 schools one school for each village, we have constructed one school for five villages, each village has the distance of only 15 minutes, this is not an issue of concern for villagers who takes their flocks to distant areas for grazing.

Question: But it is possible that a disabled may live in the same short distance that would not be able to attend the school?

Answer: It is right that a disabled would not be able to attend the school, but we have a system called CBS, the CBS means study at guest-room/cell that would cover the mentioned disabled, old people and the girls that are away from the school or they had left the studies, there is not any problem for disabled in plain areas and they can have access to public governmental schools, on the other hand there are facilities for the disabled students but there is not any disabled to use them.

Question: Many of our countrymen are concerned that the school are faced with lack of standard studies, they say that if we send the children to schools and don’t let them to work though we have the economic difficulties how would be the future of our children, so what is your view about?

Answer: I accept that the quality of education is not good in schools, but we cannot bring the expatriate teachers it will be costly for us, there is need of time to train standard teachers, we have employed the teachers from our own community to train the offspring of our country.

Question: A number of 80000 teachers participated in free competition exam as most of them passed the exam successfully but still groundwork of job has not been prepared for them in structure of ministry of education, what is the reason?

Answer: The ministry of education needs a number of 100000 of professional teachers but ministry of finance provides budget only for 10000 and says that it doesn’t has more money so this is the decision of the government we cannot be disobedient to ministry, I would like to give you more details about your previous question as we face the lack of professional teachers and the students cannot get proper education, see the children are sitting with their parents to watch the TV, the parent don’t ask them what they learned today in the school and they don’t help in lessons so this is also a big problem that the families don’t pay attention to their offspring.

Question: Mr.Nang! Let us come again to our subject which is provision of services by ministry of education for the disabled, sending of disabled to abroad is one of the services that the ministry should do the law of disabled say that 5% of scholarships must be given to students with disability so have you implemented the law and how many disabled have you sent abroad for education?

Answer: WE have sent many disabled for education abroad and the peace would continue as it is, as we have selected 5 blind disabled students to be sent to abroad, but there are some criteria for sending the students abroad such knowing the English and computer, having 1st,2nd and 3rd grades and getting 80% of marks.

Question: Some of the students are unsatisfied from process of scholarships and sneidng out of the country they say that those who would get the scholarship that have relatives in the government is it true?

Answer: I accept this concern, this is Afghanistan and the power and mediation is a big problem for every process, but there is fact that I want to explain you, for instance a number of 100 scholarships are given to us and we have 1000 students, so we send those 100 out of the country for studies that can pass the exam and have the required criteria  so it also possible that some students would be among them that they are the sons of powerful people and those who have the mediation, when they go there they face with numerous problems and they are returned back to Afghanistan on the other hand the people would be worried about mediation those who are addition students than 100 students so we cannot send 110 students , so they complain and their complain is right in some measure.

Question: As deputy minister of technical and professional affairs of ministry of education what facilities would you provide in the future for disabled?

Answer: We have plan to build some more schools for blind student by end of year 1392, we have planned to provide more facilities for disabled in field of special studies, we are trying to facilitate free education for all the disabled without any discrimination, as many as they are we would be able to facilitate the groundwork of education for them.
