With the name of only and almighty God; I am conveying my greetings to you dear audience of Radio Killid. I am happy to presenting you another program to you dear audience which is supported by the Change in Life Compiegne.

The topic of our today’s discussion is regarding the problems of the disabled persons in the family environment and the guests that we have with us in this program are:

Mr. Muniruddin Borhani representative of ABRAR NGO

Mr. Samiulhaq Sami advisor in the area of awareness and lawsuit

Mr. Mirbach Hashimi supervisor in the education of the disabled persons

And Mr. Ali Mohabati the Coordintor of the programs for the disabled persons of independence human rights commission in Afghanistan.

Dear guests; I will say welcome to you and the first question will be asked from Mr. Hashimi;

Question: Mr. Hashimi; please briefly explain the disabled person?

Answer: In response to your question I would like to say that we can call a person disabled if he has lost at least a part of his body and is unable to perform his/ her routine activities as other. And it has different types like blind, deaf, physical and mental disabled persons.

Question: How a person gets disabled, is this natural?

Answer: No, it is different; some of the people at birth are disabled and others are because of the different accidents become disabled.

Question: Mr. Sami; in overall what are the problems threating the disabled persons in the society?

Answer: As everyone understand; in all over the world about 15% of the population is composed of the disabled persons where in Afghanistan 2.7% of the population is disabled and they have their own problems in all over the world and in each part of the world these problems are different and in our country it is considered that if someone is disabled he is unable to get education as the normal persons; also in the society cannot have job and activity and people do sympathy to them and they are not allowed to get their rights by themselves.

The other serious problem is that the government is not paying attention to them and if has is very little and that is only in the capital and is not at all in the provinces.

Question: Based on your views what are the problems of the disabled inside the families?

Answer: Thank you; as mentioned by the friends, the disabled are facing multiple problems inside house and outside in the society and the problems they have at home and the most important is lack of physical access; for example, there are many things that the disabled persons have no access to them like there are not smooth ladders in their homes and they cannot enter the home easily and they cannot easily go to schools and mosques to get education, which could be consider as the main problems for the disabled persons.

Question: Mr. Mohabati; I would like to have your views in this regard that why some of the families are creating problems for the disabled persons?

Answer: Based on my views the only reason that the families are creating problems for the disabled persons are the lack of awareness in them about the rights of the disabled persons and the parents should understand that the children are not guilty because of their disability and they should be supported from their family side.

Question: Mr. Sami; As it is mentioned that the families don’t have awareness; who should give this awareness to the families?

Answer: The best way of this awareness could be provided through the ministry of culture; where from different ways they can broadcast different programs for the disabled persons from National Radio and TV and as well as from the private radios because now most of the people have access to the media and there is also an alternative where we can bring awareness among the people through Mosques and schools.

Question: Mr. Borhani; there are slogans that the Ministry of education has a key role in the area of awareness but why until now no work has been done in this area?

Answer: By considering that in the schools there are special ladders are built for the disabled persons; beside it in the newly printed books there are topics printed about the disabled persons which could be good news and in the future there would be much more to do in this regard. However the government has spent 10 years but still we can say that it is news and accomplishment of such activities needs time and Inshallah we will be the witness of more work in this area.

Question: Mr. Mohabati; those families which are thinking that the disabled children are unable to work properly, what are your views in this regard?

Answer: This type of thinking is not correct because some of the disabled persons are having some special talents that the families are not aware of it and it is because there were not the opportunities to address their potentials. My message to those families who are thinking that their disabled children have not enough potential is that they should have trust to their potentials and grab the right of these children from the government.

Question: Mr. Hashim; based on your opinion, how much the family has the role in the empowerments of the disabled persons?

Answer: The families are having the biggest role in the education of the children and they should do this big task in a very proper way.

As we see in the families there are bias among the families between the disabled children and the normal children; where it means that the disabled children are less focused as others and we can removed these biases whenever we aware the families about the rights of their disabled children, where they have more rights as compare to their normal children and they should get these rights from the family.

Question: Mr. Mohabati; what are the negative effects of the lack of cooperation of parents with the disabled children in the society?

Answer: Whenever the families are not having cooperation with the disabled persons, then in the future we will be the witness of a society full of problems and unworthiness; if there is no paying attention towards their education then these would be the category of people in the society who will be destructing the society because currently they are used for the begging purposes on the road and who would be burden for the society but inversely if the education opportunities are provided to them then they won’t be burden on the society and they will be the beauty of the society because they are a massive category and attention should be paid to them.

Question: Mr. Borhani; I would like to have your opinion regarding the solution of problems for the disables; that what solution would you propose in this regard?

Answer: One of the most effective solutions is the public awareness; where we can give this awareness from different angles or ways, for example through schools and mosques we convey to the people that what rights have the disabled persons on them. Similarly, the media has also a dominant role in this regard and they can reflect the activities of the disabled persons and it is a type of awareness from the media side to public.

Question: Mr. Hashimi; some of the families understand that the disabled persons have some rights but the way that they should give them their rights is unclear for them; based on your views what way would be fruitful so that they reach to their right?

Answer: The most important work that we can do in this regard could be the conduction of meetings with families; for example, whenever we face the two families where they both have disabled persons in their families then they share their experiences. The way in which one family have given the rights to the disabled person the other family will also adopt and the problems of the disabled persons could be solved and they can get their rights.

Question: Mr. Samai; what is your opinion in this regard; how can we attract the trust of a disabled persons?

Answer: there are many ways to get the trust of the disabled persons; we can contact to the elder of the area, with the scholar of the mosque and before contacting the disabled person better to contact their families and if one of the members of the disabled person is trying to encourage him/her for a job where the family member can give live examples of the other disabled persons then they can be encouraged and as a result they can get rid of alones and they can have a proper activity for themselves.
