With the name of kind God, I convey my greetings to you dears; once again I am happy to present a program support by the Change in Life Compiegne; the topic of our today’s discussion is about the misuse of children and the honorable guests that we have today are Mr. Mira Noorzad employee of the Children in Danger Organization, Mr. Wali Bayin employee of Ashiana and Sima Joyenda member of the parliament from Ghor province.
Question: Mr. Bayin; children in the society are facing which type of problems?
Answer: sure; based on my views the problems that the children have in our society are the danger of smuggling, use of destructive bonds, use of children in the suicide attacks and also the heavy work on the streets
Question: Mr. Noorzad; what is your opinion in this regard?
Answer: In the today’s society that we are living; the children are facing multiple problems where the first could be the lack of awareness of parents about the rights of their children, which means that whenever the parents are not aware of the right of their children then they compel them to different types of work, which will without doubt bring a number of problems to the children.
From the other side; lack of access to education, heavy work on children, begging through children and poverty could also be some of the problems which are faced by the children of our society.
Question: Where do you see the causes of these problems?
Answer: The factors that created these problems are the lack of coordination in the families, lack of non-availability of the humanitarian facilities, lack of security systems or weak system and the most important is the lack of implementation of the laws in our country.
Question: Can we be optimistic for future based on the current conditions?
Answer: We are living in a society which is passed through decades of wars, therefore based on the available conditions, we should be optimistic for future. In the current situations there are many governmental and non-governmental organizations established to support the children, which could be effective for the future but from the other side; whenever we look at their activities, they have not done effective tasks yet and there should be a coordination system among them; where everyone will hold that hands of the others until to cope with these problems.
Question: Mr. Bayin; based on your views, from which area the children are mostly misused?
Answer: Type of violence and misuse of children are of different varieties, for example we can mention about the physical and psychological use of children and whatever is mostly common is the physical use of the children that everyday all of us are the witness of it.
Working in iron melting stoves, heavy work of the children in the streets, from the other side using their bodies like making them dance and rape with the children are continuously available in our country and most of these misuses are done physically.
Question: Ms. Joyenda; based on your opinions, from where these misuses generate or start?
Answer: Thank you very much that you have designed this discussion on a hot issue of the society. Regarding your question I would like to say, the factors which targeted the children towards the misuse and violence are poverty in the families, lack of proper attention of the families and idler personalities working in the government.
The government is established to the solution of the problems related to the public, the children who are half of the society and are the future of the country; no attention is grabbed towards them by the government institutions. We have many times raised the issue of support for the children in the parliament until the government organizations promised to build orphanages for the children but unfortunately in those orphanages those children are kept who has parents and in this field they also misused and the right is not given to the right holder.
From the other side; some of the families in order to live they need money, as we are the nominees of the people in the parliament and getting a large sum of salaries and we are unable to solve our problems then a public servant who has lots of economic problems, how will solve his/her problems; finally they are compelled to send their children to the streets to sell plastic bags and other heavy work to cope with the economic problems of the family and support their parents
Question: Mr. Noorzad; based on your views why some of the people are using children for the purpose of begging and selling drugs?
Answer: First of all I would like to say that the children are used sexually, physically, emotionally and psychologically which are experimented by different categories of the people.
To the extent were are in the process; not any group is identified by the government organizations and or supported some of the famous groups; from the other side there is not a well-established security system in our country and if there is then it is not implemented accordingly; these are all the reasons that the children are compelled for begging and selling drugs or narcotics.
Question: Mr. Bayin; why the children are misused by the groups for the purpose of begging and selling drugs?
Answer: One of the reasons could be the poverty and the families in order to cope with their economic problems send their children to the street for begging; therefore, the government has the responsibility to provide job opportunities for their parents so that they avoid sending their children outside.
Question: Mr. Noorzad; what is your opinion in this regard?
Answer: In Afghanistan based on the statistics provided by the independence human rights commission; there are round about one hundred and twenty thousand addicted women with narcotics, these children in order to calm down their children use narcotics for them and also as they would like to do more work then again give them narcotics, this action by itself is a misuse of children.
Different groups in order to take personal and economic benefits; first they addict the children with the drugs and then through these children who need their drugs they do the business of narcotics.
Question: Ms. Joyenda; Do you know about those children who are begging in the streets and are selling the narcotics are not misused by the different groups and also is there any punishment for these people according the law?
Answer: If we look at these issues in broader view; without doubt that behind the screens there are groups but it is to mention that regarding this the families and governmental institutions has also responsibility.
Let’s see that the government is joined with children’s right convention but it is never punctual to it; if we look at Islam and then especially to Prophet (PBUH), Islam always forced on the steerage of the children. And from the other side our neighboring countries are not letting the books of our children to come to our country and the government is still asking the books from abroad the country and for sure that there are some political aspects behind these issues.
Question: Mr. Bayin; what do you think about the future of those children who are currently misused?
Answer: The children who are growing in these conditions the for sure that they will have a harsh future, full of obsession, illiteracy, addicted, careless and as a summary would be a burden on the society; which will not only be useful to the society but also will bring a variety of problems to the society.
Question: What is the solution?
Answer: We can create some steerage centers for the children with the financial support of international communities, governmental institutions and non-governmental organizations; which will definitely decrease the current problems of the children.
Question: Based on your views the groups that are misusing the children; how can they be controlled?
Answer: About the prevention of misusing of the children from the smuggling of narcotics and other issues the ministry of interior affairs, ministry of defense and national securities should properly work together until no groups or mafia groups could misuse the children.
Question: Previously we mentioned that the government is not working in this regard; is there any other alternative for this?
Answer: If the people focus to the education of the children and from the other side the people of the society is aware about the rights of the children then for sure these problems would be solved.
Question: Ms. Joyenda; Based on your views the statistics available about the misuse of the children has increased or decreased as compare to the previous years?
Answer: Well; in the society where there is corruption, cruelty and injustice then do you think that the problems would be solved; without doubt there are some people in our country that with the passage of each day they become richer and most of the people are facing with the poverty and one of the most important factors of these problems is the poverty, then based on my ideas not only these problems decreases but I can say that it is increased.
