With the name of kind God and by presenting my greetings to you all fans of this program; one again we are at your service with another discussion session which is supported by the Change in Life and our current discussion topic is about the incorrect awareness from the tribes of Afghanistan for the children and its effects at the society level and the guests we have in this discussion are Mr. Muhammad Bilal Siddiqi from the children section of the independent human rights commission and Mr. Bahman Haris Takvin from Takvin legal consulting institution.
Question: Mr. Siddiqi; how much the awareness for this children are fruitful until they have aware and capable future?
Answer: Thanks from you and hello to all the fans of the program; it is to say that in our society both the children and the people of the society are unaware of the children’s right and the lack of awareness causes that children face the different misuses; in the sexual harassments, physical misuse and many other types of misuses the children are targeted.
If the awareness of the children is increasing on the daily basis then they can prevent many of the problems that they are facing and from the other side if people of the society know the rights of each other and they treat the children in a proper way then they can do effective works in this regard.
Without doubt if the children have awareness from different issues then for sure that they will have a bright future for themselves and as well as they will serve for the other children.
Question: Do think that the awareness could be one of the rights of the children in the society?
Answer: Without doubt that the children are a part of our society and access to information is the right of them. You are in the picture that the law of access to the information is under work and this law compels the government to provide information to all the people of the society.
Having the facilities of the studies is one of the rights of the children and they should have access to them and whenever they reach to their this right; without doubt that they will understand how to legal solve their problems and they can also take decision and this is also the responsibility of the government to take action in this important issue.
Question: Mr. Takvin; Mr. Siddiqi has mentioned about the rights of the children regarding education where they can get awareness about their rights, but it is the point of concern that the children are at schools for four hours but the rest of the times they are not at the schools, for this remaining portions what steps has the government in plan to aware them about their rights?
Answer: I am conveying my greeting to the fans of this program; I would like to mention that the awareness programs are one of the rights of the children and this is the responsibility of the government, so that it is reached to them. The important point is that how this awareness is given to them; the topics taught in the schools and kindergartens to the children are in the traditional way and unique way and are remained from the long back time, currently I am a father and I say that whatever my children are studying are from the previous times.
Our country is a war affected country and it is normal in the countries of the world that after the wars they are investing on the education of the people but in our country no changes have been done which needs the attention of different authorities.
Question: Mr. Bilal; based on your opinion how is educational system of the country; because one of scientist says that train your children in such a way that whenever he/she graduates from twelfth class they only think about their country nothing else, is this the same case in our country?
Answer: In our country in the way of education there are many problems available; in the current situations we don’t have standardized schools, the teachers are lacking who are having good qualifications, the instruction system is weak, even in some of the provinces families are not letting their children go for education and the other problem is that insecurity is also there and these are all the challenges on the way of education in our country.
I would like to also say about the curriculum of ministry of education; there are some activities done and some are not to solve the current problems and it should be in a way that our students become to the level that as you mentioned when they are graduating having enough information; the relevant authorities should struggle to do better activities in this regard.
Question: Mr. Takvin; the most important discussions that we had, was focused towards the standardized form of awareness and also we discussed about the low work and as the current government has spent a period of 10 years and no visible tasks has been done by this government; What do you think about the future of this generation?
Answer: Whenever we are talking about the conditions and quality of education; we should focus to this point which is really regretful, our curriculum which is developed by the relevant institutions could not cover the overall topics in its real form and we also have the responsibility to aware the children and for this awareness we need the real facts.
From the other side as I have already mentioned; we need an active and locomotive generation until they feel the current problems of the country in future and as an active generation and patriot they serve for their country but unfortunately there is nothing in this regard in the curriculum of our country.
Question: Mr. Siddiqi; in some of the areas of the country there are propagandas about the tribes and people of the country; especially in the children gathering places, this kind of awareness will have its effects on the children and society?
Whenever I am talking we are considering the topics under the light of law. Based on the law; wherever there are discussions about bias, improper, motivation of the children towards wrong doings and many other examples are prohibited by the law and should be followed by the government institutions and they should not allow the people to touch such issues.
In most of the cases it is observed that these issues raised the violence of child against child and most of the schools whenever you aware of an issue which is tribal or linguistic; these are only done by some people, therefore it is the responsibility of the government to take care of such issues.
Question: Whenever we are creating the laws; it says about the topics as overall and in these discussion on a very minor topics discussions are taken place; based on your opinion what is required to be done?
Answer: Based on my views one of the important tools which can bring an overall change in the society is the creation of comprehensive laws and its implementation at the society level by relevant authorities and institutions; currently the ministry of justice is working on a comprehensive and good law and if this law is endorsed and implement, then based on this many of the violence could be controlled by this tool.
The other issue which is important in this discussion is the lack of implementation of punishments on those who committed these actions; and these people are still not punished and until they are not punished this problem will exist in the society.
Mr. Takvin: For sure that for the implementation of the laws we need for some supports which compel the relevant authorities to seriously work in the implementation of the laws, in our country the problem of not implementing the laws properly are existing in different institutions like police , attorney and justice; beside this the people of the society is also facing this problem, in most of the cases it is seen that the people fought with the police, the ones who are the take cares of the law their collars are in the hand of public; it shows not only the problem of the public but also the implementers of the law because they could not find their place among the people.
Question: Mr. Takvin; based on your opinion the propaganda that is currently done to the children will not affect their futures?
Answer: For sure that these problems are existing in our country by the authorities of the governments; for their own sustainability they were using the two tools, one the negative propaganda and the other was division among the tribes of the country, where we are the witness of such cases during the kingdoms of Abdul Rahman Khan, Nader Khan and many others. The other issue is that we are coming very soon under the umbrella of the foreigners; where our people have seen multiples problems from this area.
Our problem was because of the lack of awareness and as well because of illiteracy; where we had to understand that either our leaders were really national minded or they were thinking of their own profits. Were they thought of the national profits and they consider the nation or not, all these questions are remained unanswered and even we have not thought about these issues and we have said YES to them and followed them and some of us are still going like that and we have brought the negative effects to the society and we are bringing it.
Question: Mr. Siddiqi; in the laws, is there any punishment who are negatively propaganda or not?
Answer: For sure regarding the law, Yes; the ones who are using negatively propaganda, using of children, violence against the children and many more examples have a very clear and straight forward punishments.
Views of Mr. Takvin: About the persons who are violating the laws and committing such actions there are different types of punishments for them which could be explained.
In article No 173 of the criminal law it states that, if someone commits an action because of which our activities are disturbed or diminished would be executed but these laws are never implemented.
In the article No 184 of the poverty law it is mentioned that if someone is interrupting between the clashes among the countries and or other aspects and commit and use negative propaganda to create anarchy would be punished for a long period imprisonment. It is seen that there are laws but no implementation in these regards.
Question: Mr. Bilal as it is mentioned, there are laws available and there are also people who are negatively propaganda at the society level and they damage the national benefits, do you have any example with you that a persons is legally followed who is trying to misuse the children by negative preaching?
Answer: In regard to your question; there is not such a case yet seen that a person by propaganda has been caught by the law that he misused a child for this purpose.
Question: Which organizations have the responsibility that whenever there is a national profit or benefit issue to take care of it and if there is such people who are committing such actions to be followed?
Answer: In the environment of the schools it is the responsibility of the ministry of education to control and follows up such cases and do not let those people to use the children by negatively propaganda with them. Similarly, other organizations have the same responsibility in their areas.
Question: Mr. Takvin; as a final question, what steps should be taken until it is communicated to the people and also that the people of the society do not commit such actions?
Answer: First of all we should share with our children the realities and then encourage them to love their country; and we prohibit from the lie, vainglories, and negative propagandas.
The other point of consideration is to bring changes in the curriculum of education and for the children the new ways and methods of education are established until they are encouraged for patriotism and love their people.
Thirdly, the media organizations should broadcast in such a way that consider the national profits and prohibit from bias and division among the people.
The country’s culture should consider all the tribes living inside it and tribalism should be prohibited. Those institutions and groups working for their own profits or profits of the groups should be introduced to the judicial organization and their activities should be stopped.
