The issue under discussion of us is the type of disabilities and our guests in the studio are Samiaullah Mahmoodi in charge of special educations in Swedish committee for Afghanistan, Munirudeen Burhani the administrative manager in ABRAR organization, Naqibaullah Miya Khyle the in of charge ABRAR’s project in paktika province, Zabihullah Royeen the in charge of contraction of individuals with deafness hardness and Sameaulhaq Samae the technical adviser for just and awareness in HANDY CAP international and member of Disabled committee.
Question: W would like to ask first Sameaulhaq Samae that which people can be called disabled?
Answer: In the name of God and thanking Killid Radio that has started programs for the disabled and generally for community, a person can be called disabled who has mental , intellectual , physical and sense weakness .
Question: Mr. Burhani whom we can address a disabled?
Answer: In the name of God and thanking Killid Radio I would like to state a definition of disabled from approved National Law for Disabled: They have divided the disabled by two parts general disabled and partial permanent disabled; the general disabled is the one whose disability grade or decrement in ability has been proved more than 60 % by health committee, the partial permanent disabled is the one whose disability grade has been proved between 30-60 percent .
Question: Mr. Zabihul Rahman Royeen how many types of disabilities are in international level?
Answer: Greeting to you and all the hearer of the program , there are five type of disabilities first the physical or bodily disability which can be existent during birth of child or happen due to war and other events the second disability is sense disability including sight sense third type of disability is mental disability or intellectual delay, multi shape disability on some people as they have sense has mental problems as well as problem in five sense and disability in the shape of epilepsy .
Question: Mr. Mahmoody in your point of view what is the different between mental and physical disability ?
Answer: Thank from Killid Radio, physical disability can occur due to disability of a part of body by an event or the one or two parts of the person is paralyzed and disabled . Sense disability includes losing one or all five senses as well intellectual delay.
The different is this that physical disability cause risks for disabled in the life, the sense disability has the same problems and they need others’ help in the community.
Question: Mr. Miakhyl what is your view about the types of disability?
Answer: Greeting to all, I agree with others, a multi shape disability is a disability that a person has problems in senses as well as in the body.
Question: Mr. Samea I would like to ask your views that are there specified shapes to multi shaped disability?
Answer: Multi shaped disabled are those who have more than one disability they will have their own problems and they should be helped out.
Question: Mr. Royeen please give information epilepsy?
Answer: Epilepsy is a situation that origins from abnormality of neural veins of the head as the speedy transfer of neural veins by neural cells cause that a person be affected by epilepsy .
Question: Which people are menaced by epilepsy?
Answer: Epilepsy cane be transmitted by inheritance to children, individual of different ages can be affected by this illness too. .
Question: How is the treatment?
Answer: There are treatment and medicine for this illness and the people affected by this illness can see the doctors of this field .
Question: Mr. Mahmoodi which type of disability is more prevalent in our county?
Answer: Physical disability has more statistics, war and other factors can be reason for this ability.
Question: Mr. Munirudeen which disability does Afghanistan own?
Answer: Polio is one of the most prevalent disability in the county and ministry of heath has tried a lot for its elimination, stroke is another type of disability that a part of sick is paralyzed by high blood pressure, paralysation by injection which happens due to the injection by unskilled individuals, Mental paralysation arises from different factors such as beating, malnutrition of mothers during pregnancy, disability due to burns are also the disability that in existence in Afghanistan.
Question: Mr.Saeaulhaq please give us information about the percentage of disability in the country.
Answer: Ten percent of world’s population is disabled and national survey statistics shows that 2.7 percent Afghanistan’s population are disabled, it is mentionable that physical disability and paralyze are the most prevalent disability.
Question: Mr. Royean one of the residents of Kabul asks that can be disabled those who has nerve problems?
Answer: As I told regarding classification of disability there is one type of disability
Called mental disability in which nerve problems also included but problems such as agitation and depression cannot be called disability.
Question: Mr .Meaya Khail how many types of disability are there from view of severity?
Answer: We can divide the disability into three parts from view point of severity,
disability before delivery, disability during delivery and disability after delivery.
The disability before delivery come into existent due to doing hard works and usage a lot of medicine . Disability during delivery is the one where the woman have problems in delivery the child be a effected and the third type of disability can be due to fight burns accident ….ETC
Question: Mr. Royean do you agree with this view?
Answer: The classification of the severity of disability has been established according to series of criteria which are: Is the disabled capable to take care of it? Is the disabled able on doing the daily house affairs? Considering the mentioned criteria the disability can be divided into four types first very sever disability, sever disability, middle disability and slight disability.
Question: Which type of the mentioned disabilities is more dangerous e?
Answer: The disabilities which don’t have treatment are the most dangerous disability, for example the nutrition delay is a disability which don’t have treatment by this time we count as dangerous disability, but some of the bodily disability which happen due to genetic issues such as lip crack, tongue crack are not so dangerous as there is treatment for; there are disabilities which occur due to wars as by surgery of one part of the body the other part of the body is treated. There are some disabilities such as deafness that can be treated through usage a hearing instrument.
Question: Adela from Dashte Barchi of Kabul asks that how we can decrease or prevent the statistics of disabilities?
Answer: First the mothers should not do hard works during pregnancy, secondly the mothers should use the medicine not prescribed by doctor, thirdly the mothers should use facilities during delivery, keeping aloof from the mines, earth quack, accident also cause the decrement of the disability statistics.
Question: Mr. Mahmoodi which disability is more dangerous?
Answer: Most of the disabilities are dangerous when they are not treated specifically the disabilities such as mental disability, epilepsy, parapleaja, quaterpleaja ca be dangerous.
Question: Mr. Burhani, the people behave them in improper way such as keeping them in dark rooms and beating so what is your opinion in this regard?
Answer: The epilepsy is a disability which is common in high level in our country, the question that how we should behave them, we should think that who we are? The people with the mentioned disability are humans and we should behave them in according to human and Islamic principles; they must be treated, they are mercy worthy people, they should be behaved in a way that that mental attack doesn’t occur to them, the people with this disability should not be let next fire or water.
Question: Mr. Meaya Khail, by your opinion which disability can be treated soon?
Answer: Treatment of disability can be impossible but the rehabilitation or prevention of disability is possible for example the person with cut leg can be given the artificial leg and work groundwork can be provided for.
Question: Mr.Samae which disability causes the death if it is not treated?
Answer: The general disabilities such as epilepsy can cause the death if are not treated for example if they are on the roof there is probability of the falling, or they are on the road there is possibility accident with vehicles which cause death of them.
Question: Mr. Sameaullah Mahmoodi how the people of the community should behave the disabled?
Answer: The people of the community should look to disabled by view of their rights not by mercy and compassion, namely they have specified rights that should be behaved based on their rights, work opportunity should be provided for them as well in order that they don’t have problems in the community.
Question: Mr. Royean by your opinion has the government of Afghanistan been able to deliver good services for the disabled?
Answer: The government of Afghanistan has not done any fundamental work for the disabled, the government counts the disabled as inactive member of the community and has not done work for them in order they be inserted in the community.
