Our round table is about the challenges in front of disabled and our guests in this round table are: Mr.Sameaullaq Samae awareness and justice advisor to HANDY CAP INTERNATIONAL , Mir Bacha Hashimi education supervisor for SERVE organization in Afghanistan and Sameaullah Mohamoodi the in charge of special Education in Swedish Committee for Afghanistan . Afghan society similar to other human societies have people with disability but the causes and shapes are different than in other communities; it is mentionable that disability is one of the fact of human life and we can not ignore it ,disabled can be a person who has limitation due to some causes but if possibilities and facilities are provided for them they can act like other ordinary individuals of community and can continue their life. But the existence problem in our community is that the people call the disabled by indecent names and mocking them but if we think deeply we healthy and sane people were those who caused the disability in community, the causes created by us are marriage in low ages, marriage with next relatives , usage of medicine not prescribed by doctor ,improper nutrition in pregnancy , hard work in pregnancy ,internal wars and family harshness.
Question: Mr. Samae please tell about people with disability?
Answer: Disability is exist ant from the initial stage with human communities , the disability has different causes such as wars and other issues .
Question: What is the meaning of disability or disabled?
Answer : Disability is a personal limitation namely a person who has health problem can be called disabled.
Question : Mr. Mohamoodi please give us information about statistics of disabled in our country ?
Answer: Sex to seven percent of the population in our country can be called disability but still exact statistics of disabled is not know , the war and inherited issues are causes for disability.
Question : Mr. Samae has the statistics of disabled retrogression or ascent in our country in the recent years?
Answer: First I should say that now 10 percent of world’s population is disabled ,the survey conducted in 2005 shows the existence of more then 800000 disabled in the country but the number of disabled is increasing, the ongoing war in the country and nonexistence of awareness regarding immunity prudence or prevention. Therefore until the war continue and the unawareness of the people on the health continue the statistics of disability will not be decreased.
Question: Mr. Mahmoodi how do you asses the condition of disabled in the country?
Answer: Comparing to past the condition of disabled has improved and establishment of education and heath institutions by government and external organization for the help of disabled is the reason for the improvement but it is mentionable that the mentioned organizations has not been able to transfer the facilities to provinces namely there are less facilities in the provinces for disabled.
Question: Mr. Hashimi please explain that which challenges is existence in the life of disabled?
Answer : When God created the human, God also provided the affluence to human one of them is eye I would like to say something about disabled with eye problems; the disabled with eyes will face problems in the school and places where physical work is required; the sane people by calling other names to disabled prohibit their activity in the community but the fact is if the groundwork be prepared to them they have ability of accomplishing any task .
Question: Mr. Samae by your view of point what challenges are existent in front of disabled?
Answer :The disabled many challenges and problems, first the building of the houses and transport areas don’t have standard to have facilities for the disabled which is a physical problem for disabled secondly the social problems for disabled for example there is no training program on TV on the communication among the deaf. Nonparticipation of disabled in happiness parties is another social problem for disabled as most of the families don’t let the disabled to participate in parties and deems this participation as shame for themselves , calling the disabled by indecent names is another social problem of disabled which causes the insult of the them.

Question: Mir. Meaya Khail our discussion was regarding problems and challenges of disabled, non existence of training for deaf people is one of these problems , by view point of you what work should be done by government for communication among deaf and their communication with other individuals of community that the problem be solved through hinting language.
Answer: I should say that hinting language does not exist in Afghanistan except in one school so the government has responsibility to propagate the hinting language not only in center rather in province as well.
Question: Mr. Muneerudin Burhani by view point o f you which category of people in our country create the problems for the disabled?
Answer: By my view of point the unawareness of people regarding the rights of disabled and illiteracy has caused that the disabled face with problems but if the community is sane and awareness regarding the rights of people with disability be existent in community we will be able to efface the problems of people with disability .
Question: Mr. Mahmoodi nonexistence of facilities for people with disability in building and residential areas is one of the problems that was mentioned by yours point of view, is this a problem ?
Answer :This is a fact that no attention has been paid to services for disabled, the government and other institution s who construct the buildings should take under consideration the facility for the people with disability .
Question: Mr. Hashemi economic weakness is one of the main problem in our country that the people with disability have faced with by view point of you what work has been done by the government ?
Answer: originally when we mention the names of people with disability in fact all the people who have a type of health problems are the people with disability, our organization has enrolled a number of 7 graduated students in special education centers who will graduate this year and will be employed in different places through earned educational documents.
It is mentionable that the non governmental institutions has accomplished some of the activities regarding the improvement of disabled situation in the limits of their possibilities but the government has not done any work for disabled to be mentioned.
Question: Mr. Sameaulhaq how we can prepare the groundwork of work for the disabled?
Answer: Providing the work groundwork is very imperative for the disabled but first of all groundwork for education should be prepared, the rights of disabled should be included in curriculum and the disabled should have facility of education in schools. The ministry of Information and Culture has obligation to inform the people about the rights of the disabled through its media in order they can play a good role in the development of the community and themselves. The rights of disabled should be explained in national laws and measures should be taken for the implementation of the law as well as there is article in the law that the governmental offices should have at least 3 percent disabled in their staff.
Question: Mr. Muneerudin how successful is the government in the repelling the challenges that the disabled are faced with?
Answer: The government has started the work for the repelling the problems of the disabled as the government has established laws for the disabled but non governmental institutions has been able to much work for the disabled in different fields.
Question: Abdullah one of the residents of Jalalabad asks that what work has been done or should be done by the government and non governmental institutions for the awareness of the people regarding the rights of disabled and regarding the issue of not calling the disabled by indecent names?
Answer: Naqibullah says in this regard that it is fact that our community this problem that most of the people call the disabled by names such as maimed, blind, deaf, lame and other names which is totally against Islamic and human values and illiteracy is the main reason for this. ABRAR organization has done a lot in different fields for the disabled which has brought changes in the life of disabled.
Question: Mr. Mahmoodi is the role of people effective in the repelling of challenges of the disabled?
Answer: The individuals in community should respect the rights of disabled and the disabled should be looked at through their rights not by view of mercy and regret. Work opportunity should be proved for disabled for them as well like other member of community.
Question: Mr. Hashimi up to which limits the calling of disabled by indecent names such as blind, deaf, lame… puts bad effect on the disabled?
Answer: Bad is bad word is bad and good word is good, therefore calling by bad names is bad and this custom unfortunately remained from long back in our community so this is responsibility of the government and institutions which are working in this regard to give awareness in the community regarding the rights of the disabled and behave them respectfully.
Question: Mr.Sameaulhaq by your point of view if the problems of disabled are not effaced what will be consequences?
Answer: First of all I would like to thank to all governmental and nun governmental institutions those who activity regarding the help the and cooperation to the disabled but still I need to tell that there still numerous problems for the disabled in the community needs more work to be done by mentioned institutions if these problems not be repelled they will bring economic, social, security and cultural problems to community which will have bad effect on the disabled.
Question: Mr. Hashimi if the problems are not solved what indecent results will come out for the community?
Answer: It is obvious to every one that more than one million disabled are living in our country, this is an effective part in our thirty million population of our country so if their problems are not solved the will go on strike and disorganize the security.
