Police confirmed his death, saying he was shot and killed in Niazbek area of Afghanistan’s capital, Kabul, Sunday around 9:00 local time.
According to reports, Mr. Arif was director of policy and planning for Ministry of Urban Development and Land.
Another person named Abdul Razeq was wounded in the attack, according to police spokesman Ferdaws Faramarz.
The perpetrators managed to escape, Mr. Faramarz said.
There was no claim of responsibility for the attack.
The police spokesman added investigations were underway.
