The suspects were arrested over robberies, permit-free gun carrying, inflicting injuries and drinking alcohol in several parts of the capital, said police spokesman Ferdaws Faramarz.
Three pistols and a robbed car were seized by police, he added.
It comes as residents of Kabul have constantly slam government for failing to prevent criminal acts.
