Mohammadi was killed in an explosion caused by a sticky bomb or magnetically attached IED to his car in Taloqan city, said provincial police spokesman Khalil Aseer.
Three people accompanying him were wounded in the blast, he said.
There was no claim of responsibility.
Afghan officials point the blame at Taliban for the bombings and assassinations, the group, however, deny to be behind.
