Qurban Ali, who was said to be working in the provincial appeal court, came under armed attack Sunday morning, said governor spokesman Wahidullah Jumazada.
The incident took place near the second police district of the province, in Qala-e Qadam area.
The perpetrators managed to flee the area and police were trying to hunt them down.
There was no claim of responsibility for the attack.
