A suicide car bomber in Zabul targeted head of provincial council Atta Jan Haqbayan on Sunday morning, governor spokesman Gul Islam Siyal said, but he escaped the attack unharmed.
He had been travelling to his office when his convoy was attacked, Mr. Siyal added.
The governor spokesman put the toll of casualties to 17, including two of his bodyguards, wounded.
Soon after the explosion he wrote on his Facebook that he had sustained light injuries and is on stable health condition.
No one has so far claimed responsibility.
