The arrested man was involved in several abduction-related cases and other crimes, said Ataullah Khogyani, a spokesman for the provincial governor.
He will soon be prosecuted, the spokesman cited the governor Ziaulhaq Amarkhel.
The arrest comes as residents of Nangarhar constantly voice concern over a spike in crimes gripping the province.
