“President Ashraf Ghani leading a high-ranking government delegation, and accompanied by prominent Afghan media heads left for official visits to Kuwait offering Fatiha to the late Emir of Kuwait and then to Qatar,” tweeted Sediq Sediqqi, the presidential spokesman.

During his visit to the Qatari capital of Doha, Mohammad Ashraf Ghani, the Afghan President, will meet Emir of Qatar Tamim bin Hamad al-Than, country’s Prime Minister, the U.S. special envoy for the Afghan peace Zalmay Khalilzad as well as commander of the U.S. forces in Afghanistan Gen. Scott Miller and government negotiators, according to a statement by the Presidential Palace.

The visit comes as Afghan and Taliban negotiators have been meeting in Doha since Sept. 12 and still stuck on rules and procedures for the intra-Afghan talks aimed at ending Afghanistan’s longest war.

Negotiators from the Afghan government and Taliban are still working out to finalize the rules and procedures of the peace negotiations.

The agenda of peace negotiations on issues to be covered and how to be negotiated will be discussed and agreed to after both sides come to an agreement on the rules and procedures.
