Hizb-e- Islami blamed the snail-paced implementation of the peace accord for the delay in Hekmatyar’s return to Kabul. Hashmatullah Arshad, a spokesman for Hizb-e-Islami, told Killid that President Ashraf Ghani has ordered the acceleration of implementation of the peace accord with Hizb-e-Islami. He added that some 70 Hizb-e-Islami prisoners in government jails will be released this week. He asserted that Hekmatyar will return after the release of the prisoners in two weeks. Arshad further stated that the joint committees implementing the peace deal are working on ways to ensure Hekmatyar’s security and find him accommodation. In September-end last year, the national unity government signed a peace deal with Hizb-e-Islami and agreed to request the UN to remove his name from a UN blacklist.
